Bylaws are the primary governance document. They define the organization, its membership and the rights of the members within the organization. Bylaws are voted on by the membership and can be changed by a 2/3 majority of the membership present at a House of Delegates meeting.

Rules and Regulations
The rules and regulations (rules) set forth the fees and instructions that North Carolina Swimming uses to operate. The rules can be changed by a 50% majority of the membership at a House of Delegates meeting.
